ABSTRACT Structural failure in public buildings have over the years become an issue of concern which needs an urgent attention from both the agencies responsible for building regulations, contractors and clients of building project. Several cases of collapse or structural failure have left many homeless, dead and also loss of valuable properties. Therefore, this increase occurrence has left the researcher with the obligation of examining critically the current factors responsible for this menace. The study indicated that the building failure and collapse stem principally from hasty construction, low quality workmanship, poor supervision, inexperience (use of incompetent hands), ignorance, non-compliance with building regulations, non enforcement of building quality, poor standard and control on construction site. To arrive at a rather scientific finding, the survey research method was adopted, multi-stage sampling technique and systematic random members were adopted in sample selection. The researcher used Taro Yamane statistical formular to get sample size of 397 population. After data collection through questionnaire method, presentation and analysis, the researcher concluded that it is important to educate or give further advice to the government and the governmental agencies to be proactive to their duties in order to curb/reduce this negative image.
CHAPTER ONE INTRODUCTION 1.1. BACKGROUND OF THE STUDY The mass media apart from its educating, entertaining and informing functions also face challenges in trying to balance right gender issues. By this, we mean that programmes, commercials, reports, broadcasting etc, are either done by men or women which they feel promotes such media function by getting more audience to view, read and listen. This research work is therefore built on various analyses of reports all over the world about the role of the miss media in promoting gender equality thereby eliminating gender inequality in media reports or programmes. Getting the balance right is an illustrated resource handbook by UNESCO, which deals with gender issues in media. The document assesses the key challenges faced by female journalists and the need to create policies for ensuring more equality in mainstream media. This project work shall therefore look into how the media fix men and women in programmes, seminars, commercials and reports. And also, analysis on the various roles men and women play in the media reporting and broadcasting. Gender equality will also be discussed as a topic under this research project. 1.2. STATEMENT OF THE RESEARCH PROBLEM The success of any mass media depends on how it places men and women in its programmes, commercials, news and broadcast. In spite of the progress made over the last 25 years, media still churns out female stereotypes that limit the power of women in the society. In many countries, women are strongly represented in newsrooms but media is still very much male dominated when the top positions are examined. Another problems identified in the course of this research is women being marginalized in the news both in the context of the jobs they do and in the opportunities they have to make their way in the unions that represent them. Battles for equality are being fought in every country. It takes argument, debate, training and practical commitment to confront discrimination. 1.3. SIGNIFICANCE OF THE STUDY The result of this research will help to adjust those problems that militate against the media’s role is promoting gender equality and this will helps to improve the image of the course. The research will provide solutions to those hindrances to the mass media’s role in promoting gender equality. The agenda setting theory of the media posits that people judge as important what they see, hear or read from the media. This theory no doubt still retains its stream till date, regardless of the increasing number of active media consumers. This import is that the nature of media portrayal of an issue or individual determines to a large extent, how the public will perceive such an issue or individual. The media tend to possess special charm that influences people’s construction of reality. This is why women and men’s participation in the news should be an issue of grave concern to both experts in the media gender and development studies and the general public. The review of other related literature shall help to prove this theoretical framework used in this research work. 1.8. SCOPE OF THE STUDY The study covers the role of mass media in gender mainstreaming in Nigeria but concentrates on Enugu State. 1.9. LIMITATIONS OF THE STUDY This research could not cover reports on this topic in all aspects or areas due to time constraints, internet network failures during the research and transportation. The books consulted in the course of this research were not filled with current or up to date reports about this research topic. The era of oil boom in 1970’s in Nigerian economy lead to the nations over reliance on oil as its main source of revenue and thereby ignoring other sectors of the economy, hence a mono-product economy. As a result of this, most industries established during this period depended on imported components and raw materials for their operations and the upsurge in oil revenue during the period in question and structural distortions, it brought about assumed crisis proportions in 1986 due to the severe decline in crude oil price of that year. Several measures were taken by the various government to correct the situation but unfortunately, these measures failed because the country was a mono-product economy where there was much over dependence in oil exports and other sectors of the economy were neglected. It would also be recalled that monetary policies within this period were designed for short term crises control management, but from 1986 till date, the situation has been getting out of control which necessitated a long term crises of (SAP) structural adjustment programme. The policy was to facilitate attainment of a lost objective and to correct various distortions in the economy (SAP) sought within a two year period to correct the distortion and imbalance inherent in the economy by de-emphasizing the unhealthy reliance of the country’s economy on oil as its main source of revenue.
